A passionate advocate of social justice and equality, she brought her energy and conviction to everything she did.

From her earliest days as a public health nurse in the late 1960s through an active and diverse career in public life, her leadership and determination were matched only by her compassion. No doubt, one of the greatest legacies of her three terms as mayor of Ottawa will be her work with Project 4000, launched in 1979, with the goal of finding sponsors for 4000 Vietnamese refugees in Ottawa. During the mid to late 1980s as president of the federal NDP and then as a Member of Parliament for Hamilton Mountain she vigorously championed a greater role for women in political life.

Outside of elected office she devoted her time, talents and energy to numerous community causes and in 1995 became chair of Oxfam Canada. As someone who was determined to make a difference, she has shared her enthusiasm and commitment over the years, inspiring many others to serve their community and their country through public life, notably, her own son, Paul.

On behalf of the Government of Canada, I would like to offer my sincere condolences to her family and friends."

The Prime Minister's Office - Communications
[Note: You are receiving this e-mail for information only, and because you have subscribed to our distribution list. Protecting the health of Canadian families and the safety of the Canadian food supply is of paramount importance to the Government of Canada. As such, it is important to determine exactly what transpired in regards to the listeriosis outbreak.

The investigation into the listeria outbreak will:

(i) examine the events, circumstances and factors that contributed to the listeriosis outbreak;

(ii) review the efficiency and effectiveness of the response of the federal organizations, in conjunction with their food safety system partners, in terms of prevention, recall of contaminated products and collaboration and communication with its food safety system partners and consumers;

(iii) make recommendations, based on lessons learned from this event and from other countries in terms of best practices, as to what could be done to enhance both prevention of a similar outbreak occurrence in the future, and removal of contaminated product from the food supply;

(iv) perform his/her duties without expressing any conclusion or recommendation regarding the civil or criminal liability of any person or organization;

(v) adopt procedures for the expedient and proper conduct of the investigation, including reviewing relevant records and documents and consulting as appropriate; and

(vi) submit to the Minister of Agriculture and Agri-Food, in both official languages, before 15 March 2009, a report on the matters listed in (i) to (iv) above.

For more information:

Office of the Minister of Agriculture and Agri-Food
613-613-759-1059

The Prime Minister's Office - Communications
[Note: You are receiving this e-mail for information only, and because you have subscribed to our distribution list. A long-time Progressive Conservative Member of Parliament for Yukon, he was fondly known as "Yukon Erik."

Erik was a significant force in the world of Canadian politics – a fearless and formidable leader. To this day he remains the longest-serving MP in the Yukon, having won the Progressive Conservative nomination in 1957 and holding his seat until he resigned in 1987. He served as Minister of Public Works and National Defence, Deputy Prime Minister and President of the Queen's Privy Council for Canada. He was also Opposition House Leader and Acting Leader of the Opposition for a time. In 1985, he headed a Task Force on Program Review, which became known as the Nielsen Task Force and undertook a comprehensive review of all federal spending.

He worked with passion and commitment for his constituents every day throughout his 30 years in Canadian politics. Erik embodied the spirit of Canada's Truth North Strong and Free and his heart was always in the Yukon where he lived a very different life than in Ottawa. He was a great politician, Yukoner and Canadian.

On behalf of the Government of Canada, I offer my most sincere condolences to his family and friends."
The Prime Minister's Office - Communications
[Note: You are receiving this e-mail for information only, and because you have subscribed to our distribution list. Cromwell as the Government's nominee to fill the vacancy on the Supreme Court of Canada left by the resignation of the Honourable Mr. Justice Michel Bastarache. Mr. Justice Cromwell currently sits on the Nova Scotia Court of Appeal.

"Thomas Cromwell's candidacy was highly recommended by judges, lawyers and other Atlantic Canadians," said Prime Minister Harper. "He is well qualified to serve on the country's highest court."

Today's announcement suspends the work of the Supreme Court Selection Panel, which to date has failed to arrive at a short list of recommended candidates. Earlier this week, two scheduled days of consultations by the Supreme Court Selection Panel had to be cancelled because all three Opposition MPs failed to participate. Last month, the first meeting of the Selection Panel considered no substantive business because of Opposition objection to the panel's composition.

Mr. Justice Cromwell is an eminently qualified jurist who was among the potential candidates that the Selection Panel was supposed to consider. In 1997 the government of former Prime Minister Jean Chrétien appointed him directly to the Nova Scotia Court of Appeal.

The Prime Minister said that an appointment will not be made until Mr. Justice Cromwell has the opportunity to answer questions from an ad hoc all-party committee of the House of Commons. This would be only the second time in Canadian history that a Supreme Court nominee faced questions from Members of Parliament.

"I am looking forward to watching the ad hoc committee's work and listening to Mr. Cromwell's answers," said the Prime Minister.

The authority to make Supreme Court appointments is constitutionally vested in the Governor in Council. The participation of an ad hoc parliamentary committee is intended to enhance the transparency of the appointments process and to promote public understanding of the individual nominee and the role of the Court.

Please see the curriculum vitae below for further information on Mr. Justice Cromwell.

* * * *

THOMAS CROMWELL

Personal and Education Information:

Born in 1952 in Kingston, Ontario. I also extend my wishes for the prompt recovery of the five other soldiers injured in the attack.

The three soldiers were killed when an explosion detonated near their armoured vehicle while conducting a security patrol in the Zharey District as part of ongoing efforts to promote reconstruction and development in the area.

All three soldiers were infantrymen with the Second Battalion, Princess Patricia's Canadian Light Infantry based in Shilo, Manitoba.

The United Nations-mandated, NATO-led mission in Afghanistan continues to be a challenging one. The Government of Canada remains resolute in its commitment to the Afghan people, who have suffered decades of war and chaos. We will not be deterred by the actions of the Taliban.

I join with all Canadians in mourning these three brave and dedicated soldiers. They have made the ultimate sacrifice to bring security, democracy and self-reliance to the people of Afghanistan, all the while protecting Canada's values and security. It was the first time a Canadian Prime Minister had ever traveled north of the Arctic Circle," said the Prime Minister. "He was a man who saw Canada and Canadians not as they were, but as they could be – a country and a people destined to become one of the greatest nations on earth. But only, he realized, if we accepted the challenges and seized the opportunities presented by the North."

The Diefenbaker governments of 1957-1963 are today widely recognized for their successes in improving the quality of life of Northern residents and strengthening Canada's sovereignty in the Arctic.

"Today I am pleased to formally announce the commencement of a national Arctic sovereignty project – the building of Canada's new Polar Class icebreaker, the largest, most powerful icebreaker Canada has ever owned," said the Prime Minister. "We are going to harness the energy and expertise of Government, the Coast Guard, the Canadian Navy, Canadian shipbuilders, and all the communities that support these institutions to this project. I can think of no better name for this project, for this ship, than the name of the man who spoke a few meters away from where I am standing today: John George Diefenbaker."

The new John G. Diefenbaker Polar class icebreaker will possess greater icebreaking capabilities than any other vessel currently in the Canadian fleet. When completed, this $720 million project will replace the Louis S. St. Laurent, which is expected to be decommissioned in 2017.

"In 1961 Prime Minister Diefenbaker stood here, looked to the northern horizon, and spoke of 'a new world emerging above the Arctic Circle.' 'It is this world,' he said, 'a new world for all the people of the Arctic regions, that we in Canada are working to build,'" concluded the Prime Minister. "Today I look to that same vast horizon and say, Mr. Diefenbaker – we will get the job done."
The Prime Minister's Office - Communications
[Note: You are receiving this e-mail for information only, and because you have subscribed to our distribution list. "We will be sending a clear message to the world that our environmental standards and sovereignty are not up for debate -- if you are in Canada's Arctic you will be playing by Canada's rules."

The Prime Minister announced that his government will be introducing changes to the Arctic Waters Pollution Prevention Act as part of its fall legislative agenda. Currently the Act allows the Canadian Government to regulate all shipping in zones up to 100 nautical miles from the nearest Canadian land in order to guard against pollution of the region's marine and coastal environments. Under the proposed new law, this jurisdiction will be extended to 200 nautical miles.

In addition the Prime Minister announced that his government will establish new regulations under the Canada Shipping Act, 2001 that will require mandatory reporting from all ships destined for Arctic waters within the same 200 nautical mile limit.

"As an environmental matter, as a security matter and as an economic matter we are making it perfectly clear that not only do we claim jurisdiction over the Canadian Arctic, we are also going to put the full resources of the Government of Canada behind enforcing that jurisdiction," said the Prime Minister. "We are acting today to protect our environment, improve the security of our waterways and ensure that all Northern residents – and, in particular, the Inuit – have a strong say in the future of our Arctic for generations to come."
The Prime Minister's Office - Communications
[Note: You are receiving this e-mail for information only, and because you have subscribed to our distribution list. "To develop the North we must know the North. To protect the North, we must control the North. And to accomplish all our goals for the North, we must be in the North."

The geo-mapping program will combine field research and advanced scientific analysis to provide Canadians with a fuller assessment on the extent of mineral and energy resources in the Canadian North. This information will help generate additional investment and economic development in Canada's Northern communities.

"We know from over a century of northern resource exploration that there is gas in the Beaufort, oil in the Eastern Arctic, and gold in the Yukon. There are diamonds in Nunavut and the Northwest Territories, and countless other precious resources buried under the ice, sea and tundra," said the Prime Minister. "But what we've found so far is merely the tip of the proverbial iceberg. Managed properly, Canada's share of this incredible endowment will fuel the prosperity of our country for generations. And geo-mapping will pave the way for the resource development of the future."

The geo-mapping announcement is the latest example of the Government's commitment to protecting Canada's North. In the past week, Minister of Defence Peter MacKay has participated in Operation NANOOK, a major Canadian Forces Arctic Defence exercise, and Minister of the Environment John Baird has announced three new National Wildlife Areas on or around Baffin Island. Also this week, Secretary of State for Small Business Diane Ablonczy will also be announcing a major expansion of broadband services throughout the North.
The Prime Minister's Office - Communications
[Note: You are receiving this e-mail for information only, and because you have subscribed to our distribution list.
