Auto Plant To Bring 5,000 Jobs; Build 300,000 Cars Per Year

Alabama Gov. Bob Riley announced Thursday afternoon that a Chinese automaker plans to open an assembly plant near Bay Minette, just a few miles from North Escambia.

Hybrid Kinetic Motors (HK Motors) announced plans to construct a new green-vehicle manufacturing plant in Baldwin County, Alabama, during a press conference held jointly with Governor Bob Riley, the Alabama Development Office and key members of the state legislature on Thursday.

HK Motors Chairman Yung (Benjamin) Yeung cited the strength of Alabama’s economy and the quality of its workforce as the main reasons for the board’s decision to locate its primary manufacturing operations in Alabama. Initial production of all model lines is expected to begin in 2013, with Phase 1 capacity of 300,000 vehicles, while creating more than 5,000 direct jobs.

HK Motors aims to be the first large-scale manufacturer of environmentally-friendly vehicles, which will help revitalize the American automotive industry while protecting the environment and stimulating the local and national economy. Utilizing a unique hybrid engine that employs compressed natural gas (CNG), electricity, and gasoline, the company’s vehicles will provide unprecedented efficiency at affordable prices to consumers, while bringing thousands of environmentally-friendly new jobs to American workers.

“Our cutting-edge multi-fuel hybrid powertrain system delivers excellent performance while reducing CO2 emissions to exceed Euro-2012 and future EPA guidelines,” said Chairman Yeung.

By utilizing natural gas, HK Motors taps into a resource that is abundant, exceptionally clean, and surprisingly affordable. The low emissions achieved by this engine technology already surpass the most stringent international standards, including those recently enacted by both American and European governments. By stressing mass production, HK Motors will be able to offer vehicles that are less expensive than the competition, without sacrificing driving performance, ride comfort, and safety.

Under the leadership of Chairman Yeung and an executive board with many years of combined automotive experience, HK Motors has chosen some of the world’s most renowned automotive companies to serve as its partners in this endeavor. Representatives from these suppliers were on hand for the press conference today, and many will also be setting up bases at the Baldwin County production base, bringing in more international expertise and offering more opportunities for local workers.

“It didn’t take long for Alabama to become a leader in the automotive industry. The plant, once funding is in place, will be located on 3,000 acres near I-65 and Highway 287. The location is about 10 miles from North Escambia.

Wisconsin Governor Doyle Leads Trade Mission to Japan, China

MADISON - Governor Jim Doyle is leading a trade mission to Japan and China from September 13-22, 2009. The trade mission will provide participants with opportunities to meet with distributors, potential customers, and key business and government officials. China Report: Washington State Regional Center Promotes EB-5 Project in Xiamen

Washington State Regional Center showcased its EB-5 projects at the 13th China International Fair for Investment and Trade on Sept 8-11 in Xiamen, Fujian Province. US Consulate General Mr. Brian Goldbeck (Guangzhou) visited the booth along with other Washington trade officials. The China International Fair for Investment and Trade (CIFIT), approved by the State Council of the People's Republic of China, is one of the largest investment exhibitions and takes place on September 8-11 every year in Xiamen, China.

Chinese Development Group purchases 54 acres in Mt. Pleasant, Wisconsin

Shanghai-based China SINB Group recently purchased 54 acres of land along Highway 11 in Mt. Pleasant in Racine County, Wisconsin.

SINB is a diversified holding company that is comprised of several units, including heavy steel industry, heavy equipment manufacturing, property development, deep water port development, international trade and financial investment.

The company has not announced specific plans for the property in Mt. Pleasant, but the site could provide a base for SINB’s business units in North America. Alternatively, the Company is considering further development of the site as a business park.

In addition, the company’s president and chairman of the board, Wanming Chi plans to purchase a home and establish a personal presence in Racine County.

The Mt. Pleasant property will be the company's first development project in North America. The company’s current investments include projects in several cities in China and Europe.

“The Village is thrilled to welcome SINB to Wisconsin and Mount Pleasant and we are anxious to work with them on their development plans proposed for 2010," said Mt. Pleasant administrator Mike Andreasen.

“SINB recognized Racine County’s strategic location in the Chicago-Milwaukee Corridor as an opportunity to serve customers throughout the U.S. and North America," said Racine County Executive Bill McReynolds. "I am pleased to welcome them to Racine County.”

The Racine County Economic Development Corporation (RCEDC) and Mt. Pleasant staff, were contacted for assistance several months ago by the SINB’s local agent LGO Global Sourcing. Located in Racine, LGO is an international agent that assists its customers in locating cast and forged products, ferrous and non-ferrous materials, stampings, wood products and hardware.

“The SINB project is a part of RCEDC’s strategic business growth programs," said Jenny Trick, deputy director of the RCEDC. "We are seeing a growing interest by Chinese investors in the marketplace that we hope will lead to alliances that will create new jobs in Racine County.”

China Announces New Rules on Outbound Investment

(Source: China Daily) The Chinese Ministry of Commerce issued regulations of overseas investment in a bid to encourage Chinese companies to be more ambitious on "going international" and improve their compliance with laws of host countries and their performance on corporate social responsibility.

According to the rules, the Ministry of Commerce will only review applications for overseas investment at or above 100 million USD or investment in particular countries, including those without diplomatic relationship with China and other countries on a list to be issued. Investment involving more than one country or region or investment with special purposes are also subject to the approval of the Ministry of Commerce.

Based on the number of approved applications in 2008, it is estimated that 85 percent of the application will be tackled by local commerce administrations at the provincial level, said Yao Jian, spokesman of the Ministry, today at the press conference.

Local enterprises have to apply for approval of provincial commerce offices for their projects at a minimum investment of 10 million USD but less than 100 USD, or projects in energy and mineral resources, or projects to absorb investment in China.

For a project which does not require approval of the Ministry or its provincial offices, only an application form is required and a certificate will be granted within three days. "This will be the case for most investment projects," said Yao.

Enterprises will be responsible for their feasibility studies. Commerce authorities will only consider major issues that may affect the bilateral relations, the national economic security, the international obligations or fair competition.

The rules require that commerce authorities support the overseas investment by offering information services and promoting bilateral or multilateral communication and negotiations with foreign governments. Business and commerce offices of China's foreign embassies around the world are also supposed to offer suggestion on the projects.

The regulation also urges Chinese companies to fully abide by laws and regulations of the host countries and fulfill social responsibilities when expanding their business on the international markets.

Yao thinks Chinese companies still need to improve their competence in management and adaptation to local cultures. They also need to make more efforts on market research and attracting more talents who understand operation in an international environment.

More overseas investment will be conducive to balancing China's international payment in the context of China's massive trade surplus, said Yao. He released that more business delegations would be sent this year to China's major trading partners to seek for tech cooperation and mutual investment opportunities. "They are not only for exports or imports", he said.

A Chinese delegation including 20-plus enterprises from industries of chemicals, pharmaceutical, environmental protection, automobile, textiles, etc. is in Europe for investment talks.

China made more than 52.1 billion USD foreign investment in 2008, soaring 96.7 percent over that in 2007. And the revenue from contracted projects in foreign markets reached 56.6 billion USD, up by 39 percent year on year. New contract in the first two months of this year valued 23.7 billion USD, surging 68 percent despite of the global economic downturn.
