A program that is fundamentally ineffective: data mining is not good at finding a small set of matches (terrorists) in a large data set (all foreign calls/emails). When marketers use data mining they are happy to get only 99% false positives, since that is still better than a random search. But using this to determine probable cause is beyond stupid.
