Since his 1998 indict he has created a mythology in his abilty to refute pressure to bring him to trial.</span><br /><br />BELGRADE - Former Bosnian Serb leader Radovan Karadzic, a war crimes fugitive and one of the world's most wanted men, was arrested on Monday evening in a sweep by Serbian security forces, the country's president said.<br /><br />Karadzic has been indicted by the U.N. war crimes tribunal for former Yugoslavia for genocide during the 1992-95 Bosnian war. He has been hiding since 1998.<br /><br />President Boris Tadic's office said in a statement that Karadzic was arrested "in an action by the Serbian security services."<br /><br />Karadzic, who was the leader of ethnic Serbs during the war that erupted with Bosnia's secession from Yugoslavia, is accused of masterminding massacres that the U.N. war crimes tribunal described as "scenes from hell, written on the darkest pages of human history."<br />He had topped the tribunal's most-wanted list for more than a decade and was said to have resorted to elaborate disguises to elude authorities.<br /><br />Karadzic's reported hide-outs included Serbian Orthodox monasteries and refurbished mountain caves in remote eastern Bosnia. Some newspaper reports said he had at times disguised himself as a priest by shaving off his trademark silver mane and donning a brown cassock.<br /><br />As leader of Bosnia's Serbs, Karadzic hobnobbed with international negotiators and his interviews were top news items during the 3 1/2-year Bosnian war, set off when a government dominated by Slavic Muslims and Croats declared independence from Yugoslavia in 1992.<br />But his life changed by the time the war ended in late 1995 with an estimated 250,000 people dead and another 1.8 million driven from their homes. The fire fighting may involve contaminated water.</p><br /><p>It is clear that President Bush and his last four predecessors can be blackmailed. They do not look capable of preventing nuclear blackmail and black-marketing of materials to rogue groups. This is one of McCain’s claims.</p><br /><p>Obama wishes to withdraw from Iraq in sixteen months after a presidential victory. McCain position is longer term. Both candidates favor shifting the focus to Afghanistan. Obama wishes to shift the focus to the Taliban. The practice of coerced child soldiers is a modern horror that approaches and is slavery. There is no way of gauging the amount of damage that this practice is creating for these youthes and the future.</span></em><br /><br />By KATHARINE HOURELD Associated Press Writer<br />BUNGOMA, Kenya — Dozens of scared children filed silently into the bare room, their eyes on the cracks in the floor. One by one, in low voices, they told of being tortured by the Kenyan army because they were suspected of aiding rebels. They told of being beaten and made to shake hands with corpses. They told of being forced to crawl through barbed wire tunnels and of genitals squeezed by pliers.<br /><br />Then the children took off their shirts. White scars crisscrossed the dark skin on their backs like grains of rice. Some were still bleeding.<br /><br />These children are among hundreds in western Kenya who have been terrorized, many twice over, first by a militia in their villages and then by the army sent to fight it. The militia forced children as young as 10 to become soldiers. In a widespread crackdown, the army then rounded up the children and thousands of adults and tortured them, human rights groups say.<br /><br />The Associated Press interviewed some of the children in a detention center, brought in by a human rights advocate without the knowledge of government officials or the military. The children have been held since April on charges of promoting warlike activities. Their identities and location are withheld to protect them from reprisals.<br /><br />March, the Kenyan government sent its army to crack down on the Sabaot Land Defense Force militia, which is named after the Sabaot region. But instead of hunting down militia fighters where they hide in the forests of Mount Elgon, the army swept up thousands of men and boys from the surrounding villages.<br /><br />Since then, so many reports of murder and torture have emerged that Kenya's state-run human rights commission is calling for the prosecution of the defense minister and top army and police officials. There are also calls for the United States and Britain to suspend millions of dollars in aid and training to the Kenyan army.<br /><br />The U.S. has asked for $7.45 million (euro4.7 million) for "peace and security" purposes for Kenya in 2009. Britain is providing more than $1.96 million this year to fight terrorism and has allocated $7.83 million for regional security initiatives based in Kenya.<br /><br />Representatives of both governments in Kenya told The Associated Press they are deeply concerned over the reports of abuses and are calling on the Kenyan government to investigate. But the Kenyan government says the army has received no complaints.<br /><br />The militia in Mount Elgon formed because of land conflicts, the same issue that fueled violence in Kenya after disputed elections in December. Squatters who had farmed the same fields since they were children were evicted in a government land scheme, and the rich grabbed plots set aside for the landless.<br /><br />The militia flourished in the thick forests of Mount Elgon, where 166,000 people live in poor villages next to a dormant volcano. Some families encouraged children to join in the hope of securing land in the 370-square-mile (950-square-kilometer) district. Obama by using a mantra of <strong><em>Change</em></strong> defeated a resurgent Hillary Clinton who seeked to be the first woman to stake such a claim. Clinton’s main policy issue was universal healthcare. It took within one hour of the close of an arduous primary campaign to cinch the nomination. A orchestrated flow of superdelegates gave Obama the needed majority at the close of the South Dakota polls which he lost. Obama won the final Montana primary which closed an hour later.<br /><br />Personally, I was in Westwood, California and had just turned on my laptop after recharging such with a small battery of solar panels in the forest. This was slightly before 6:00 PST. On MSNBC, Hillary Clinton was speaking in New York City. I was able to view this live. Only recently has the modem speed on my smartphone service been able t o delivery about the equivalent of 54kbs which would permit me to watch such in real time. I normally would not watch regular television and I just left my small handheld transistor radio at the bus stop for whomever wanted it.<br /><br />John McCain has already locked up the Republican nomination and Barack Obama will face this war hero for the presidency.<br /><br />One of the most prominent measures of a president is the ability to identify and solve the problem and crises that the nation faces. Hence George Washington in defeating the British and being the first president is considered by many to be the greatest leader. Abraham Lincoln is gaining strongly in this measure by ending slavery.<br /><br />George Bush is the crisis president. One must consider that 9-11 must have some blame placed on his predecessors. The Colombian government now appears to share this view, which it had denied for so long," said Amnesty International.<br /><br />`The organization stated that in extraditing these men on drugs-trafficking charges without reference to human rights violations, there is a real danger that tentative investigations being carried out in Colombia, especially by the Human Rights Unit of the Office of the Attorney General and by the Supreme Court of Justice, will be severely weakened.<br /><br />"There is now a real danger that the full scale of human rights violations committed over the years by paramilitaries, as well as the key role played by the security forces, state officials and leading political and business figures in these crimes, will remain hidden and, as such, in complete impunity," said Amnesty International.<br />Amnesty International is also concerned that allegations about the involvement of US agencies in supporting paramilitary groups may not now be fully investigated. Not only has the US provided military assistance to Colombian military units operating closely with paramilitaries, but in the 1990s evidence emerged that the PEPES paramilitary structure - created to hunt down drug-trafficker Pablo Escobar - was possibly operating with the support of US security agencies. "Don Berna" allegedly had close links with the PEPES. This trend is alarming and the persons in Darfur are most vulnerable.</span></p><p><span style="color:#ffff33;">David Nollmeyer</span></p><p><a href="http://www.blogger.com/">HUMAN RIGHTS WATCH</a></p><p>(New York, April 7, 2008) – Five years into the Darfur conflict, women and girls need protection from rape and brutal attacks still being committed by government forces and armed groups throughout Darfur, Human Rights Watch said in a new report released today.Neither government security forces nor international peacekeepers have provided sufficient protection for women and girls, who remain extremely vulnerable to rape and other abuses during large-scale attacks and even in periods of relative calm, Human Rights Watch said. Survivors of sexual violence face numerous obstacles to justice, leaving them without meaningful redress. Where the perpetrators are soldiers or militia, the chances of prosecution are still more remote. </p><p>The 44-page report, “<a href="http://hrw.org/reports/2008/darfur0408/">Five Years On, No Justice for Sexual Violence in Darfur</a>,” documents the widespread prevalence of sexual violence throughout Darfur, and details incidents of violent rape perpetrated on girls as young as 11 years old. The government of Sudan has failed to rein in the abuse, much of which is carried out by their own soldiers and allied militia. In spite of the presence of international peacekeepers in Darfur, they have to date been under-resourced and unable to protect women and girls from rape and other forms of violence.<br /></p><p>“Women and girls in Darfur are still living under the constant threat of rape,” said Georgette Gagnon, Africa director at Human Rights Watch. “The Sudanese government has declared ‘zero-tolerance’ for sexual violence, yet has done almost nothing to protect these victims.” </p><p>Human Rights Watch documented numerous incidents of rape and other sexual violence by Sudanese government soldiers, members of government-backed “Janjaweed” militia, rebels, and ex-rebels across Darfur since early 2007. These cases represent a small fraction of the sexual violence incidents as the vast majority of them are unreported. </p><p>Women and girls continue to suffer rape and other forms of sexual violence in the context of large-scale attacks. In February 2008, at least 10 women and girls were raped when government forces and allied militia carried out a massive air and ground attack on the villages of Sirba, Silea, and Abu Suruj in West Darfur, according to local residents. </p><p>Soldiers, militia, rebels, and ex-rebels also rape women and girls outside displaced persons camps and in rural areas. A 12-year-old girl described how an armed Arab man in uniform lured her and her younger sister into a secluded area by pretending to help them find their lost donkey. “He said if we went with him he would show us. He grabbed me and took off my clothes to do bad things to me. My younger sister ran back to the camp.” </p><p>The government of Sudan has repeatedly and publicly denied that sexual violence takes place in Darfur, but has taken some small steps to address the problem. The government has appointed a handful of additional police and prosecutors, and established committees to combat violence against women in each of the three Darfur states. However, these steps have not reduced attacks on women or girls or increased their access to justice. </p><p>“The victims of these horrific attacks have little or no hope of redress in Darfur’s current climate of impunity,” said Gagnon. “By failing to prosecute the perpetrators, the government is giving them a license to rape.” </p><p>In addition, police and judicial authorities are unwilling or unable to prosecute most crimes committed by soldiers or militia. For example, during a large-scale attack on the village of Abu Sakin, North Darfur in late 2006, government soldiers and Janjaweed militia abducted eight women and girls, brutally raped at least three, and forced them to walk back to their village naked. The suspects were identified by the victims, but to date the military has refused to hand them over to the prosecutor. In other cases, police openly admit that they cannot take action if the case involves the military. The power game continues to dominate with the interests of the state trumping preserving human dignity and deferring violence to a competent court under an adversial setting where witnesses and evidence may be equally presented and challenged.<br />David Nollmeyer</span><br /><br />28 February 2008<br />The European Court of Human Rights has re-affirmed the absolute prohibition of torture and other inhuman or degrading treatment or punishment. In the court's ruling in the case of Saadi v Italy on Thursday, it found "substantial grounds had been shown for believing that there is a real risk" that Nassim Saadi would be subjected to torture or other ill-treatment if he were deported, relying heavily on reports by Amnesty International and Human Rights Watch.<br /><br />The Italian authorities sought to deport Mr Saadi to Tunisia under the "Pisanu Law" that was originally adopted in 2005 as "an urgent measure to combat terrorism". The Italian authorities argued that he posed a security risk to Italy.<br /><br />The Court deemed the reports by Amnesty International and Human Rights Watch to be credible, consistent and corroborated by numerous other sources. Amnesty International's research indicates that torture and other ill-treatment by the security forces in Tunisia are widespread.<br /><br />The practices reported, including against people charged with terrorism-related offences, include hanging from the ceiling, threats of rape, administration of electric shocks, immersion of the head in water, beatings and cigarette burns. Allegations of torture and ill-treatment in police custody are not investigated by the relevant Tunisian authorities.<br /><br />"Confessions" extracted under torture may be used as the principal evidence in trials that result in long prison sentences or the death penalty. Consequently, the European Court of Human Rights ruled that sending Nassim Saadi back to Tunisia would violate the Italian government’s obligations under the European Convention on Human Rights.<br /><br />"This judgment should serve as a reminder to all states: not only they are not allowed to commit torture themselves, but they are forbidden from sending anyone to countries where they would be at risk of torture or other ill-treatment," said Ian Seiderman, Amnesty International’s Senior Legal Adviser.<br /><br />The case took on additional significance when the United Kingdom intervened in an attempt to persuade the European Court to change its long-established case-law in a way that would have significantly weakened the absolute prohibition on torture and other ill-treatment. A terrorist group may employ either type or a<br />combination of the two models. Newer groups tend towards organizing or adapting<br />to the possibilities inherent in the network model. Ideology can have an effect on<br />internal organization, with strict Leninist or Maoist groups tending towards centralized<br />control and hierarchical structure. Within the larger structure, though, virtually all<br />groups use variants of cellular organizations at the tactical level to enhance security and to organize<br />for operations.<br /><br />Terrorist groups that are associated with a political activity or organization will often require a more hierarchical structure, in order to coordinate terrorist violence with political action. It also can be necessary for a politically affiliated group to observe cease-fire agreements or avoid particular targets in support of political objectives. This can be difficult to enforce in networked organizations.<br /><br />Terrorist groups can be at various stages of development in terms of capabilities and<br />sophistication. Newer groups with fewer resources will usually be less capable, and operate in<br />permissive areas or under the tutelage of more proficient organizations to develop proficiency.<br /><br />Change in terrorist leadership, whether through generational transition or as a response to<br />enhanced security operations, may signal significant adjustments to organizational priorities<br />and means of conducting terrorism. Also, groups professing or associated with ethnic or nationalist agendas and limiting their operations to one country or a localized region tend to require fewer capabilities. Figure 3-1 shows how each successive level of commitment has fewer members. This pyramid diagram is not intended as an organizational picture, but to show the relative number of people in each category. This image<br />of overall density holds true for networks as well as hierarchies. Passive supporters may<br />intermingle with active supporters and be unaware of what their actual relationship is to<br />the organization.<br /><br />• Leaders provide direction and policy; approve goals and objectives; and provide overarching guidance for operations. Usually leaders rise from within the ranks<br />of any given organization, or create their own organization from scratch.<br /><br />• Cadres are the active members of the terrorist organization. This echelon plans and conducts not only operations, but also manages areas of intelligence, finance, logistics, information operations, and communications. These activities all occur in the active membership. Mid-level cadres tend to be trainers and technicians such as bomb makers, financiers, and surveillance experts. Low-level cadres are the bombers and<br />similar direct action terrorists in an attack.<br /><br />• Active Supporters are active in the political, fund-raising, and information activities of the group. Acting as an ally or tacit partner, they may also conduct initial intelligence and surveillance activities, and provide safehaven houses, financial contributions,<br />medical assistance, and transit assistance for active members of the organization. They<br />are usually fully aware of their relationship to the terrorist group but do not commit<br />violent acts.<br /><br />• Passive Supporters are typically individuals or groups that are sympathetic to the announced goals and intentions of the terrorist organization, but are not committed enough to take action. They may not be aware of their precise relation to the terrorist group, and interface with a front that hides the overt connection to the terrorist group.<br /><br />Sometimes fear of reprisal from terrorists is a compelling factor in passive support. Sympathizers can be useful for political activities, fund raising, and unwitting or coerced<br />assistance in intelligence gathering or other non-violent activities.<br /><br />Terrorist groups will recruit from populations that are sympathetic to their goals. Often legitimate organizations can serve as recruiting grounds for terrorists.<br />Militant Islamic recruiting, for example, is often associated with the proliferation of the<br />radical Wahhabi sect. This recruiting is conducted on a worldwide basis via Wahhabist schools financed from both governmental and non-governmental donations and grants.128 Some recruiting may be conducted for particular skills and qualifications, and not be tied to<br />ideological characteristics.<br /><br />Of particular concern are attempts of terrorist organizations to recruit current<br />or former members of the U.S. armed forces, both as trained operatives, and as agents in<br />place.<br /><br /><strong><em>128 Victor N. This tactic comprises of inversion of the detainee and pretending to insert one's head into a bucket of water to extract information during interrogation. I find the faked stimulus of drowning less than credible as an interrogation tactic. I find the ticking time bomb scenario poor support or backing for torture.<br /><br />Here in Cambria, California while this theatre goes on in Washington DC, there is a huge problem with the culture of impunity while acts of harassment are committed with police and authorities looking the other way. If one would stick one's hand in Santa Ynez Creek that runs through the village it would burn one's hand. All the food in stores is likewise contaminated. President Bush, Attorney General Gonzalez et al inclusive of the Democrat Senators Feinstein and Boxer have recognized the abuse here which is concrete not a future scenario.<br /><br />Senator Feinstein is on the Judiciary Committee and has stated she supports Judge Mukasey. They plan to table an Early Day Motion to seek support from other MPs.<br />"The human rights abuse against Kazakh Hindus is shocking," said Virendra Sharma MP, who was one of the hosts of the event. "It is important that international institutions and world governments begin to understand the scale of abuse against minorities like Hindus and Baptists that is taking place in this country."<br /><br />"Freedom to practise one's religion is an absolute right," said James Clappison MP who was also hosting the event. "We cannot just stand back and do nothing when women and children are being rudely thrown out of their homes into the streets during freezing winter conditions."<br />Referring to the Kazakh Government's official stand that the dispute was a legal matter, Sarah Teather MP, another Parliamentary host for the event commented, "Laws are made to uphold human dignity. If they allow minority communities to be persecuted, then it is clear that they need to be changed."<br /><br />Faith leaders form the Sikh, Buddhist and Christian communities responded to the presentations made on the abuse in Kazakhstan.<br /><br />Anne Noonan from the Catholic Bishop's conference said, "Catholics have also faced plenty of problems in Kazakhstan. UK has made a huge progress in dialogue between faith communities and we have a real model here which we can present."<br /><br />"How can Kazakhstan bid to Chair the OCSE when its human rights record is so appalling?" asked Sudarshan Bhatia, President of the Hindu Forum of Europe.<br /><br />"The judicial system of the Republic of Kazakhstan has passed rulings which do not reflect the constitution of the Republic of Kazakhstan and severely affects the lives of the Kazakh Hindu community. These rulings allow the government to evacuate the Hindus from their home, destroy their homes, and confiscate their properties."<br /><br />"We want the world to wake up and hear what is happening to the Hindu community in Kazakhstan," declared Hari Halai, Vice President of the Hindu Forum of Europe.<br />"The Kazakh government is determined to grab the land belonging to the temple because of the property is now worth twenty times more than it originally was.<br /><br />Human rights activist have pointed to a growing nexus between the mafia and the government in which the vulnerable Hindu community has been made a victim."<br /><br />Ramesh Kallidai, secretary general of the Hindu Forum of Britain said that the Kazakh Government had set up a Commission to enquire into these issues. "But it reached no conclusion, had no representation of Hindus and collapsed without any just discussion," he added.<br /><br />"The Supreme Court heard cases about Kazakh Hindus in their absence without serving them notice or allowing their lawyers to argue their case in complete viloation of their human rights.<br />"We hope that this discussion in the House of Commons will focus attention on the women and children who were dragged out of their lawful homes and left out in the cold winter for the simple reason that they were Hindus."<br /><br />"We do need to do something more proactive," said Raj Joshi from the Society of Black Lawyers.<br />"An Early Day Motion is not going to achieve much. We need to ask the Foreign Secretary to consider imposing economic sanctions and political isolation on rogue nations like Kazakhstan. They will only listen if it hurts."<br /><br />C B Patel, Chair of the Hindu Forum of Britain's Patrons Council requested the Members of Parliament to take up this issue in earnest. "We have seen what can be done when Hindus come together as they did for the Hare Krishna Temple Defence Movement. Ebola zaire has potential. It kills nine out of ten humans." In late 2006, the Texas Academy of Science chose to honor one Professor Eric R. Pianka, an eminent ecologist who studies desert ecologies, with its 2006 Distinguished Texas Scientist award. Professor Pianka used the occasion to champion the notion, apparently without sanction of the Academy, that the Earth can only be saved if ninety percent of the human beings alive today are purged from the planet. He championed airborne Ebola as the most efficient virus to accomplish this. And while he stopped short of calling for terrorist action to bring this result about, he clearly implied that this was a right and proper future for our species and our planet. Astonishingly, after advocating for a future in which more than 5,000,000,000 persons would die a slow and agonizing death, many members of the Texas Academy of Science stood to their feet and applauded.<br /><br />I want to answer two questions here. Do academic institutions like the Texas Academy of Science have a duty to provide Professor Pianka a forum to advance these ideas? And what might the consequences be of allowing him to do so? My answer to the first question is a resounding "no." Furthermore, I am convinced that continuing to allow Professor Pianka unfettered access to impressionable students could one day lead to a loss of life that could make the Killing Fields of Southeast Asia look like a picnic ground.<br /><br />Let me explain.<br /><br />First, do Pianka's opinions deserve protection under the rubric of academic freedom? Well, that depends on whether this ideas are truly academic—that is, that they are consistent with the best understanding of our world that science has established.<br /><br />Now consider Pianka's arguments.<br /><br />Pianka claims that the natural world would be "better off" if there weren't so many humans. To see if that's true, we have to figure out just what constitutes the "natural world"? As an evolutionist, I see human beings as the products of the same natural forces that shaped all other life on earth. Our brains evolved on this planet subject to the same kinds of natural selection pressures as those that shaped peacock feathers. The same can be said of all of our social structures, our religions and every other aspect of what we are that helped us secure resources and propagate our species (the hammer and anvil of natural selection). In short, our institutions and our technology are every bit as much a part of the natural world as elk mating rituals and beaver dams. In fact, by evolving the ability to adapt the world to fit us , human beings have become better at securing resources and procreating than any other vertebrate on the planet. By this measure, we are evolution's most successful creation (amongst vertebrates). Oaxaca City was brought to a standstill for several months. The political turmoil lasted into 2007 and provoked a prolonged public security crisis. While most protests were peaceful, there were many violent clashes between sections of the opposition movement, the security forces and supporters of the local state government. At least 18 people died in disputed circumstances and scores of people were arbitrarily detained and held incommunicado. There were numerous reports of torture and ill-treatment and of unfair trial proceedings and those seeking to defend and promote human rights were threatened and harassed. Some of these human rights violations were committed by police in civilian clothes and unidentified armed men operating with the apparent authorization, support or acquiescence of the state authorities.<br /><br />Teachers, who began a strike in support of annual negotiations on pay and conditions in May 2006, and supporters of the protest movement were the principle victims of these abuses. Officials and employees of state and municipal institutions are believed to be implicated in many of the abuses. The federal authorities have also been implicated in both perpetrating serious human rights violations and failing to take action to prevent or remedy the situation when human rights violations were reported. The circumstances surrounding the deaths have not been clarified and virtually all those responsible have yet to be identified or made accountable. Amnesty International's research indicates that the principle reason for this is that very few human rights violations have been promptly, impartially and thoroughly investigated. The failure to secure crime scenes, investigate complaints, ensure all appropriate forensic tests are undertaken, gather available witness evidence and ensure the reliability of evidence, has seriously limited and even jeopardised future investigations. Although federal, state and municipal authorities have formally agreed to implement the recent National Human Rights Commission (CNDH) recommendation that allegations of abuses should be investigated; there is as yet no evidence of a determination on the part of these authorities to carry out effective investigations or to modify procedure and practice to prevent further violations.<br /><br />Ensuring that impunity for human rights violations is not allowed to prevail is the best guarantee of preventing future abuses.
