Previous research has shown that migrant workers are frequently segregated into low-paid, unskilled and precarious employment. This report confirms this research, providing clear evidence of barriers to the occupational promotion of migrant workers &shy; such as the prevalence of temporary employment, higher level of over-education, fewer training opportunities and poor recognition of qualifications among these workers. The second part of the report looks at some public polices and good practices which aim to foster the occupational promotion of migrant workers &shy; including education and training programmes, and collective bargaining initiatives. The report points to the lack of well-documented cases of such practices, as well as the need for greater monitoring of these initiatives.<br> <br> The study was compiled on the basis of individual national reports submitted by the EWCO correspondents. It also encourages readers to see PLA use within broader objectives of sound public policy.<br> <br> PLAs have been demonstrated to be a very useful construction management tool for cost savings, for on-time, on-budget, and quality construction. But PLAs are not necessarily appropriate for every project. This report reviews the background and legal standards for the appropriate use of PLAs on public works projects in <st1:City w:st="on"><st1:place w:st="on">New York City</st1:place></st1:City> and State. It details what PLAs do, how they have been used, and the benefits they offer &shy; benefits that extend to workforce and economic development.<br> <br> This report also tests the validity of the claims made by PLA opponents that PLAs drive-up construction costs. It then describes the characteristics of low-wage jobs and of workers in those jobs, and it examines how the household income of such workers has changed over the past quarter century. The analysis focuses on two periods: before and after 1990. The year 1990 was chosen for expositional simplicity, not because it represented a specific turning point in the labor market.
