I used or at least attempted to use the matrix "bullet time" effect in blender. It ended up being alot of extra work due to the refraction settings (of the motion blurred spheres) and getting the actual movie (texture on the back plane) to refract at about an I.o.R. of 1.5 and not the black 3D space in the scene.
