are collaborating with. The project aims to develop an anatomical atlas
for caribou and reindeer and engage communities in the process and

Nouveau programme de recherche sur le caribou

Québec, 26 mars 2009. – Une équipe de chercheurs dirigée par le professeur Steeve Côté, de l’Université Laval, lance aujourd’hui un vaste programme de recherche qui vise à mieux comprendre la dynamique des populations de caribous migrateurs et leur utilisation de l'espace au Québec et au Labrador dans un contexte de changements climatiques. Le projet de recherche, qui s’étendra sur cinq ans, bénéficie d’un budget de 1,7 M$, grâce à la contribution de nombreux partenaires, dont le Conseil de recherches en sciences naturelles et en génie du Canada (CRSNG).

Le caribou migrateur est au centre de l’écosystème des milieux nordiques, il est aussi au cœur de la culture et de l’économie de cette région. Les populations de caribous du Québec et du Labrador ont subi des variations importantes dans le passé. D’éventuels changements quant au nombre et à la distribution des caribous pourraient avoir des répercussions néfastes, entre autres, pour les peuples autochtones et les pourvoiries du nord du Québec et du Labrador. À titre d’exemple, la chasse sportive au caribou dans la région Nord-du-Québec génère des revenus directs de plus de 20 M$ par année et la chasse de subsistance est très importante pour les nations autochtones. Le manque de connaissance actuel sur la dynamique des populations de caribous ainsi que sur les effets des changements climatiques et des activités industrielles sur son écologie, notamment le développement hydroélectrique et minier, complexifie sa gestion. Ce programme de recherche tentera de répondre aux préoccupations soulevées tant par la communauté scientifique que par les industries et les peuples autochtones du Nord québécois et du Labrador concernant l’avenir du caribou. L’équipe du professeur Côté tentera de déterminer les facteurs qui influencent les variations de la population de caribous, leur utilisation de l’espace et les effets des changements climatiques sur leur habitat afin d’améliorer la gestion de cette espèce et, ultimement, d’en assurer la conservation.

Pour le recteur de l’Université Laval, Denis Brière, « ce projet de recherche se démarque, non seulement pas la diversité des intervenants et partenaires, mais aussi par la prise en compte des aspects social et économique dans une recherche, au départ, biologique. Voilà qui montre bien la qualité de la recherche à l’Université Laval. »

« Nous sommes fiers d’appuyer le travail de M. Côté et de son équipe » , a souligné Alex Navarre, Gestionnaire du bureau régional du Québec du CRSNG. « Ce projet approfondira notre compréhension de ce sujet important, tout en offrant aux étudiants du premier au troisième cycle l’occasion de recevoir une formation de pointe dans un cadre concret. »

Le professeur Steeve Côté fait partie du Réseau de centres d’excellences ArcticNet. Le projet regroupe des chercheurs de l’Université Laval (Louis Bernatchez et Jean-Pierre Tremblay), de l’Université de Sherbrooke (Marco Festa-Bianchet) et du ministère des Ressources naturelles et de la Faune du Québec (MRNF) (Christian Dussault). En plus de la contribution du CRSNG, le projet de recherche bénéficie de l’appui, du MRNF, d’Hydro-Québec, de la Fédération des Pourvoiries du Québec, de la Fédération québécoise des chasseurs et pêcheurs ainsi que de Xstrata Nickel – Mine Raglan, de la Société Makivik et de First Air

4. An IPY project has published new standards for testing wild caribou and reindeer herds in the north. The KARMA network is linking researchers across the circumpolar north who monitor caribou and reindeer.

Coordinator Don Russell of Whitehorse says 60 participants came together before Christmas in Vancouver for an update. He says it’s important to find a universal way to monitor the health of herds.

(Russell) “They’re all sort of on the decline these days. These herds tend to cycle every 30 or 40 years and what the concern is with many people is that with this decline when you add in climate change, when you add in industrial development, is decline going to be worse? Is it going to take longer to recover so we’ve got a tremendous amount of interest in this network.”

Russell says the group has just published two manuals. One outlines the protocols for testing the health and condition of animals. The other is for monitoring herds. He says the various projects have Polar Year funding until 2011.

5.(6:30) An international project to improve monitoring of northern caribou and reindeer herds has made important strides in the last year. It’s known as CARMA and it’s a major endeavor for International Polar Year in countries across the circumpolar north. The group’s researchers are finding universal ways to measure the health of herds in times of change.

(Patti Flather) Don Russell of Whitehorse is a caribou biologist who’s retirement has proved anything but quiet thanks to his coordination of CARMA. He says it’s a bit like herding cats, bringing together universities, first nations and other governments from countries including Russia, Greenland, Iceland, Norway, the US and Canada. Russell says the focus is on 14 so called reference herds including the porcupine caribou. He says there’s a population decline in many herds which tends to happen in 30 to 40 year cycles.

(Russell) “With all the changes going on, industrial development, climate change and certainly in some jurisdictions like Russia, a lot of institutional changes, what we want to do is get a group together that will start monitoring these herds so we can learn from each other.”

Right now Russell says different researchers have their own ways of measuring many things such as how much fat a caribou has. The goal is to get everyone monitoring animals in the same way. He says the group met in Vancouver just before Christmas. They have just published international standards for monitoring the health and condition of animals and herd populations. Ultimately he says researchers will be able to measure each herd individually and to make comparisons world wide.

POZNAN, Poland – Chief Bill Erasmus of the Dene nation in northern Canada brought a stark warning about the climate crisis: The once abundant herds of caribou are dwindling, rivers are running lower and the ice is too thin to hunt on.

Erasmus raised his concerns in recent days on the sidelines of a U.N. climate conference, seeking to ensure that North America's indigenous peoples are not left out in the cold when it comes to any global warming negotiations.

Erasmus, the 54-year-old elected leader of 30,000 native Americans in Canada, and representatives of other indigenous peoples met with the U.N's top climate official, Yvo de Boer, and have lobbied national delegations to recognize them as an "expert group" that can participate in the talks like other nongovernment organizations.

"We bring our traditional knowledge to the table that other people don't have," he said.

Nearly 11,000 national and environmental delegates from 190 countries are negotiating a treaty to replace the 1997 Kyoto Protocol, which regulates emissions of carbon dioxide that scientists blame for global warming. The protocol expires in 2012.

The alliance of native peoples include groups from the forests of Borneo to the depths of the Amazon.

De Boer said he advised the alliance to draw up a proposal and muster support among the national delegations to have their group approved by the countries involved in the talks.

"To give indigenous people and local communities a voice in these discussions is very important," said Kim Carstensen, the climate change director for WWF International.

Erasmus, from Yellow Knife in Canada's Northwest Territories about 300 miles (480 kilometers) south of the Arctic Circle, brings firsthand experience of climate change.

"We can't hunt because the ice is not frozen yet. Our hunters are falling through the ice, and lives are being lost," Erasmus told The Associated Press. This winter the normally dry area has been covered by thick, wet snow, further hampering hunting, he said.

Petroleum extraction from the Canadian tar sands is draining the underground water table and reducing the flow of the rivers northward, and the effects are felt hundreds of miles away, he said.

He is concerned that warmer winters will mean less luxurious fur on the muskrat and beaver that his people sell.

Nearly 40 years ago, he said, tribal elders noticed changes in the annual migrations of animals. The weather, which they could forecast three weeks in advance from animal behavior and the appearance of the sunsets, is now unpredictable.

Scientists have warned that conditions in the Arctic are a barometer of climate change. The region is warming faster than more temperate zones, and the seas are ice-free for longer periods. The melting of the permafrost threatens to release stored methane, a powerful greenhouse gas, U.N. scientists have reported.
